On November 2, according to the website of the Ministry of Science and Technology, five departments including the Ministry of Science and Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Meteorological Administration, the Ministry of Forestry and Grassland Administration jointly printed the 14th Five-Year Plan for Scientific and Technological Innovation in the field of Eco-environment (hereinafter referred to as the Plan) in response to major ecological and environmental problems and major scientific and technological needs.
The Plan proposes to deepen basic research on major ecological and environmental issues, including environmental health, chemical safety and global climate change, with the focus on improving the quality of the ecological environment and preventing environmental risks. To develop key core technologies such as environmental pollution prevention and control, ecological protection and restoration, solid waste reduction and resource utilization, ecological environment monitoring, early warning and risk control, and form high-end new technologies, new materials and new equipment, leading the leapfrog development of the environmental protection industry and enhancing its international competitiveness; We will improve the mode of scientific and technological innovation suitable for ecological and environmental disciplines and industrial characteristics, and build an ecological and environmental scientific and technological innovation system that faces the reality and future, ADAPTS to the characteristics of different regions, and meets the needs of multiple entities.
Scientific and technological innovation in the field of ecological environment will face new challenges during the 14th Five-Year Plan period, according to the plan. First, the technological level of ecological environmental monitoring and the coordinated and comprehensive prevention and control of multiple pollutants is not yet able to support a more efficient and precise battle against pollution. Second, the traditional eco-environmental restoration technology is difficult to meet the requirements of systemic management of mountains, forests, fields, lakes, grass and sand. Third, the problem of conventional pollutants and new pollutants overlaps, and research on environmental health and environmental response to major public health events needs to be strengthened. Fourth, some environmental protection equipment is not highly localized, and the competitiveness of the environmental protection technology and equipment industry is not strong. Fifth, the new materials and technologies of ecological environment are in the catch-up stage, and the integration of new technologies and ecological environment is insufficient. Sixth, the pressure to reduce greenhouse gas emissions has never been greater, and major technical challenges are facing us to achieve the target of carbon neutrality and address climate change on schedule.
Therefore, the Plan sets out specific targets, covering 10 major and 50 minor tasks, in six aspects: ecological environment monitoring and early warning, ecological protection and restoration and ecological security, multi-media comprehensive prevention and control of environmental pollution, solid waste reduction and resource utilization, new pollutant control and international compliance, and climate change.
According to the Plan, we will speed up the establishment of a green technology innovation system with enterprises as the main body and market-oriented, and create an eco-environmental technology innovation environment with deep integration of industry, university, research and finance and smooth transfer of results. We will develop a number of professional green technology innovation strategic alliances led by key enterprises with the participation of multiple actors, and build an interdisciplinary, open and leading green technology innovation base platform and think tank service center.
